Short answer for Singapore owners: the safest over-the-counter product to keep at home is a sterile, non-medicated eye rinse formulated for dogs, not a human product. What counts as an over-the-counter eye drop for dogs
Walk into any pharmacy, whether in a Singapore mall or anywhere else, and the eye-care shelf carries four kinds of product: sterile eyewash, lubricating drops, contact lens solutions and "gets-the-red-out" redness relievers. Only the first two have a defensible place in a dog's eye, and even then the role is narrow and temporary.
What you will not find is a legitimate over-the-counter antibiotic drop for a dog. Singapore's Animal & Veterinary Service (AVS), part of NParks, refers to "prescription-only products to be used under the direction of a licensed veterinarian", and the Health Sciences Authority allows licensed pharmacies to supply therapeutic products for animal use only against a valid veterinary prescription or a signed purchase order from an AVS-licensed vet. Other markets work the same way: in the United States, ophthalmic antibiotics for animals are restricted to veterinary prescription; Health Canada moved medically important antimicrobials for veterinary use, including neomycin and bacitracin (the backbone of most triple-antibiotic eye ointments), to prescription-only status on 1 December 2018; and the UK, the EU (Regulation 2019/6) and Australia apply equivalent controls. The rule protects your dog: a drop that fights bacteria does nothing for a scratch, an allergy or a tear-production problem.
If you would rather keep a bottle made for a dog's eye than improvise with a human one, that is the practical version of this first category. In Singapore, dog-specific eye cleansers also turn up at local pet retailers. Whatever you buy, the same rule applies: a cleanser is for a comfortable eye, and a painful eye goes to the vet.
Sterile saline and lubricants: the honest version
Sterile saline eyewash flushes dust, pollen or shampoo from an eye that is otherwise intact. That is useful after a dusty afternoon at one of the 32 NParks dog runs, such as Bishan-Ang Mo Kio Park or East Coast Park, or after a bath at a dog wash station. Unmedicated lubricants add moisture when an eye is mildly and briefly dry, for instance in a dog that spends long hours in an air-conditioned flat. What they cannot do is fix the cause. Dry eye (keratoconjunctivitis sicca) affected 0.40% of 363,898 dogs in a large primary-care study, with American Cocker Spaniels, English Bulldogs, Pugs and Lhasa Apsos at markedly higher odds (O'Neill 2021). Pugs and Lhasa Apsos are both on the HDB list of approved breeds, so this is a very local concern. Dry eye is usually lifelong and is managed with prescription cyclosporine or tacrolimus, which act on tear production; artificial tears only sit on top of the problem. How long a lubricant actually stays on the eye
This detail explains why one product seems to "work" and another does not. A 2023 fluorophotometry study measured median precorneal retention in healthy Beagles:

The formulation, not the marketing, decides how often you need to reapply, and our review of Optixcare for dogs looks at where that familiar product fits. Research in dogs with dry eye found that hyaluronate drops improved conjunctival redness and discomfort scores over four weeks, but the small rise in tear production was not clinically significant (Williams 2012). Comfort, yes. Cure, no.
Why steroid drops are the most dangerous thing in the cupboard
If you remember one section of this article, make it this one. According to the Merck Veterinary Manual, corticosteroids are contraindicated, both on the eye and by mouth, when a corneal ulcer is present: glucocorticoids slow the regrowth of the corneal surface and can amplify the action of collagenase, leading to a "melting" ulcer. Merck advises staining the cornea with fluorescein before any steroid drop is used, a test only a vet can carry out. Topical NSAID eye drops carry the same warning. Leftover steroid drops from a family member, or from a previous pet, should never go into your dog's eye.
Ulcers are not rare, and they hide behind ordinary-looking symptoms. In a study of 104,233 dogs in primary care, brachycephalic breeds had roughly 11 times the odds of corneal ulcerative disease compared with crossbreds, 5.42% of Pugs were affected in a single year, and pain was recorded in 46.2% of cases (O'Neill 2017). AVS itself singles out brachycephalic (flat-faced) breeds as a group with particular health concerns, and Pugs, Shih Tzus and Boston Terriers are all common in Singapore flats. Red flags: put the bottle down and call your vet
- Squinting, blinking hard or holding the eye shut: a sign of pain, and a common sign of ulceration.
- Pawing at the face, or rubbing it along the sofa or floor.
- Thick yellow or green discharge, or discharge that returns within hours of cleaning.
- A cloudy, hazy or bluish cornea, or an eye that looks enlarged.
- Redness lasting more than 24 hours, or any redness with pain; the possible causes behind why your dog's eyes are red range from mild allergies to glaucoma.
- Any change in vision, or a visible injury.
Persistent discharge and swelling also fit the picture of infection, and the warning signs of a dog eye infection are worth knowing before you need them. Any AVS-licensed vet can run a fluorescein stain and a Schirmer tear test in minutes; guessing at home costs more. Where daily hygiene fits, and where it does not
Most of what collects in the corner of a healthy dog's eye is ordinary debris, and regular cleaning heads off a good deal of irritation, particularly in Singapore's year-round heat and roughly 82% average humidity, when tear staining and grime build up quickly on flat-faced and long-coated breeds. That is hygiene, not medicine. Is Visine safe for dogs?

Can I buy antibiotic eye drops for my dog without a prescription in Singapore?
No. Antibiotic eye medicines for animals are prescription products in Singapore and are prescribed and supplied through your AVS-licensed vet; the US, Canada, the UK, the EU and Australia have equivalent controls (Canada, for instance, moved neomycin and bacitracin to prescription-only status in December 2018). Any product sold online as an "OTC antibiotic" for a dog's eye is either not an antibiotic or not compliant.
Can I use contact lens solution to rinse my dog's eye?
No. The ACVO specifically advises against it. Multipurpose disinfecting and hydrogen-peroxide systems contain agents designed to clean a lens, not to touch living tissue. Plain sterile saline eyewash is a different product; check that the label says saline only.
How long can I use lubricating drops before seeing a vet?
Treat 24 to 48 hours as the upper limit for mild, painless irritation in a dog that is otherwise bright and comfortable. Any pain, discharge that thickens or changes colour, or no improvement within that window means a veterinary examination rather than another bottle.
